Phoenix City Council Convenes for Formal Session and Public Safety Updates

Busy Wednesday at City Hall: Public Safety and Formal Council Sessions
Today, Wednesday, February 4, 2026, the City of Phoenix is hosting a series of critical government meetings at the City Council Chambers. The day is split between a detailed morning subcommittee session focused on public health and safety and a formal afternoon meeting where the Council is expected to address several items continued from previous sessions.
Morning Session: Public Safety and Justice Subcommittee
The day began at 10:00 a.m. with the Public Safety and Justice Subcommittee meeting. This session covers a wide range of operational updates for the city’s first responders and community support programs. Key agenda items for this morning include:
- Police Recruitment and Hiring: An update on the Phoenix Police Department’s ongoing efforts regarding recruitment, hiring, and attrition rates as the city continues to address staffing needs.
- Fire Department Staffing: A comprehensive report on the Phoenix Fire Department’s current staffing levels and emergency response times across the valley.
- HEAT Unit Overview: A presentation on the Police Department's HEAT (High Enforcement Action Team) Unit and its recent activities.
- Community Assistance Program (CAP): A report on the implementation and expansion of the CAP, which focuses on providing behavioral health crisis response and social services.
- Domestic Violence Report: The presentation of the City of Phoenix 2025 Domestic Violence Fatality Review Team Report, outlining findings and recommendations for city-wide safety improvements.

Afternoon Session: City Council Formal Meeting
Starting at 2:30 p.m., the Phoenix City Council will convene for its Formal Meeting. This session is particularly significant as it includes the deliberation of several items that were continued from meetings held earlier in January. Specifically, the Council is scheduled to take action on items 77, 92, and 93, as well as item 27, which were postponed to today’s date to allow for further review and public input.
The formal meeting serves as the primary venue for official votes on city ordinances, land use items, and budget adjustments. While item 100 was previously withdrawn from the agenda to allow for additional neighbor outreach, the remaining items on the docket will be open for public comment and Council discussion.
