A large mixed-use project begins initial site work near Arizona’s growing semiconductor corridor

Halo Vista, a master-planned development designed to surround Taiwan Semiconductor Manufacturing Co.’s north Phoenix fabrication campus, has moved into its groundbreaking phase as planning and early construction activities begin on a project valued at more than $7 billion. The development footprint spans roughly 2,300 acres near the Interstate 17 and State Route 74 (Carefree Highway) area, positioning it adjacent to one of the region’s largest industrial investments.

The project is being advanced by a development entity associated with Mack Real Estate Group and McCourt Partners. The land was awarded through an Arizona State Land Department auction in late May 2024 for approximately $56.28 million, setting in motion a multi-year buildout that includes employment space, housing, and regional-serving retail and hospitality uses.

City-approved development materials describe Halo Vista as a mixed-use commercial park with major employment components and supporting services. Current planning outlines two initial employment districts: a manufacturing-focused industrial hub and a flex-tech/office district oriented toward engineering, research, and related commercial activity. The concept also includes destination retail and restaurant space, hotels, medical and educational uses, and residential development to support workforce demand in the area.

  • Approximately 12 million square feet of industrial space is identified in city materials for the initial manufacturing district.

Public infrastructure is central to the first phase

Public infrastructure is a defining element of the project’s early stages. Phoenix has authorized a development agreement framework tied to the installation of public infrastructure improvements in and around the site. Planning documents prepared for city review have estimated that the broader 2,300-acre area requires major new infrastructure to support development, including roadway connectivity and other public works typical of greenfield projects.

Halo Vista is planned as a “city within a city” concept, combining employment centers with services and housing intended to function as a cohesive district rather than a single-use industrial park.

Context: growth around TSMC’s Phoenix investment

Halo Vista is part of a wider wave of development proposals clustered around the semiconductor campus. The area has been marketed and planned as an emerging technology and employment corridor, with large-scale land holdings and multiple master-planned concepts advancing in parallel. The stated rationale for the mixed-use approach is to add amenities, services, and additional employment capacity near the manufacturing complex, reflecting a model where industrial megaprojects are paired with adjacent commercial districts.

With groundwork now underway, the project’s near-term timeline will be shaped by infrastructure sequencing, utility delivery, and the pacing of vertical construction by multiple participants across the site.
