Official Notice: Phoenix City Service Adjustments and Strategic Updates

The City of Phoenix provides the following public notices and service announcements for Thursday, February 12, 2026. Residents are encouraged to review these updates regarding upcoming holiday closures, public safety initiatives, and recently approved municipal plans designed to enhance community welfare.

Upcoming Holiday Closures: Presidents' Day 2026

In observance of the Presidents' Day holiday on Monday, February 16, 2026, most City of Phoenix administrative offices will be closed. Residents should take note of the following service adjustments and facility hours:

  • Waste Management: There will be no change to the curbside trash and recycling collection schedule. Residents should place bins at the curb on their regularly scheduled day. However, both the 27th Avenue and North Gateway transfer stations will be closed on February 16.
  • Public Facilities: All Phoenix Public Library locations and City community centers will be closed for the holiday. Digital resources, including e-books and research databases, remain available 24/7 through the library’s online portal.
  • Parks and Recreation: City parks and mountain trails will remain open for regular hours. The Parks and Recreation Department reminds hikers to follow the 'Take a Hike. Do it Right.' safety guidelines, including carrying ample water and checking weather advisories before starting a trail.
  • Transportation: Local bus and light rail services will operate on a regular weekday schedule. There will be no Express or RAPID bus service provided on the holiday.

Municipal Policy: 2026 Homelessness Strategic Plan

The Phoenix City Council has officially moved forward with a comprehensive new plan to address homelessness, following a unanimous vote on Tuesday. The 2026 initiative shifts the city’s focus toward permanent affordable housing models, including master leasing and shared housing. This strategic update aims to stabilize funding for support services and increase neighborhood safety by providing viable alternatives to unsheltered living in urban corridors.

Public Safety: Traffic Enforcement and Blight Reduction

City officials have issued a public service announcement regarding the installation of 17 new speed-monitoring cameras. These units are scheduled to be deployed starting February 23 at high-traffic locations to promote road safety and protect pedestrians. Additionally, the Neighborhood Services Department is calling for community cooperation in the 'Graffiti-Free Phoenix' initiative. Residents are encouraged to report blight and graffiti via the city’s official reporting app or service hotline to ensure a clean and safe environment for all neighborhoods.
